The Home Energy Assistance Program (HEAP) Winter Crisis Program was created to provide financial assistance one time per heating season to income eligible households who are threatened with disconnection of their heating source, have service already disconnected, need to establish new service or transfer service, or have less than a 25 percent supply of bulk fuel.
